La thèse vise à répondre à une question relative à la régulation et à la décision publique posée aujourd'hui par le législateur français, à propos de l'assouplissement de la loi de limitation du cumul des mandats électifs adoptée en 2014, interdisant l'occupation simultanée des mandats parlementaires avec les fonctions exécutives locales. En mobilisant différents terrains et des méthodes qualitatives et quantitatives, la thèse examinera tout ou partie de quatre questions relatives 1) au débat public sur le cumul et sa codification; 2) aux effets du cumul et de sa limitation sur les trajectoires et les carrières politiques de 2017 à 2027; 3) au rôle des «cumulards» dans le système d'action publique territoriale; et 3) aux effets de la limitation du cumul sur le travail d'assemblée au parlement et dans les collectivités.

The PhD aims to answer a question relating to regulation and public decision-making posed today by the French legislature, in connection with the relaxation of the law limiting the 'cumul des mandats' adopted in 2014, prohibiting the simultaneous holding of parliamentary offices with local executive functions. Using different fields and qualitative and quantitative methods, the PhD will examine all or part of four questions relating to 1) the public debate on 'cumul' and its codification; 2) the effects of 'cumul' and its limitation on political trajectories and careers from 2017 to 2027; 3) the role of ‘cumulards' in the system of territorial public action; and 3) the effects of limiting 'cumul' on the work of assemblies in parliament and local authorities.

Candidate's profile
Le·la candidat·e devra disposer d'une solide formation en science politique et particulièrement en sociologie du personnel politique et en sociologie de l'action publique. Elle.il devra maîtriser à la fois les techniques d'enquête de type ethnographique, par immersion, observations participantes et entretiens pour l'étude du travail politique et de l'action publique territoriale, mais aussi être familier·ère des différentes méthodes quantitatives d'analyse de données (R), notamment pour l'analyse de séquences ou bien l'analyse de contenus documentaires. Elle.il devra s'intégrer dans les axes de l'EUR InterMedius, notamment les axes de la «régulation» et la «décision» sociétales et territoriales et elle.il devra être ouvert·e à l'interdisciplinarité.
The candidate should have a solid background in political science, particularly in the sociology of political staff and the sociology of public action. He/she should be familiar with ethnographic survey techniques, using immersion, participant observation and interviews to study political work and territorial public action, as well as with the various quantitative methods of data analysis (R), particularly for analysing sequences or documentary content. He/she will have to fit in with the EUR InterMedius axes, in particular the societal and territorial ‘regulation' and ‘decision' axes, and he/she will have to be open to interdisciplinarity.
