First official ranking of higher education issued by the Ministry of Education on September 8, 2008.

The assessment of the quality of universitary education - including doctorate - of the Brazilian Ministry of Education (MEC), is based on a new indicator, the ICG (Indice Geral de Cursos).

Among the top ten, nine are public institutions with the Federal University of São Paulo (Unifesp) at the first place with 430 points on a scale of 0 to 500 .
Submitted to two other classifications, the Federal Technological Education of Santa Catarina (Cefet -SC) and the Brazilian School of Economics and Finance (EBEF) of the Foundation Getúlio Vargas (FGV ), are among leaders.

However, USP  (Universidade de Sao Paulo) and Unicamp  (Universidade Estadual de Campinas) universities have refused to participate to this assessment as it doesn't take into account the educational institution as a whole. But, they are in the classification and evaluation of Master and Doctorate programs achieved by the Capes (Coordenação de Aperfeiçoamento de Pessoal de Nível Superior), every three years.
